INTERNATIONAL CONTACT FEELING IN MOSCOW ( 9 a . m .) LONDON, Jan. 28. Reporting a feeling in Russian circles that international relations have now moved near to a point at which much could be gained from a meeting of the heads of the Governments, The Times’ Moscow correspondent says that to many Russians it seems highly unlikely that any real solution of German problems can be achieved without such a meeting. M. Stalin; the correspondent points out, could scarcely have made his view clearer that negotiations at all levels may be made smoother by meetings on the highest plane. Nothing that has occurred since M. Stalin spoke in that vein a month ago is likely to have caused a change of mind.
