NEW CHIEF NAMED (10 a.m.) LONDON, Dec. 8. The DaiJv Express says that Colonel Sir Stanley Angwin, Engineer-in-Chief of the General Post Office, has been offered the post of chief of the Cable and Wireless Company when the Government .takes over in January and he is expected to accept.
