NEW APPROACH FAILS U.S. ENVOY TO RETURN (10.45 a.m.) NANKING. Dec. 6. The Communists have offered to make a fresh start with the peace negotiations but have again stipulated that they must be preceded by a dissolution of the National Assembly and a return to the January military status quo, says the United Press correspondent. These conditions wore laid down in reply by the Communist leader, General Chou-En-lai, to General G. Marshall’s inquiry whether American mediation is still desirable. The conditions arc wholly unacceptable to the Nationalists, and General Marshall is expected soon to return to the United States for consultations. The Nationalist forces are reported to have driven without opposition to within three miles of Dairen and are awaiting the High Command's orders before entering the city.
