WHALING AGREEMENT
CONSERVATION MEASURES WASHINGTON, Dec. 2. The International Whaling Conference. which ended to-day, unanimously approved a convention ai\j! protocol covering the international aspect of whaling, particularly conservation measures. The documents may be signed within a fortnight, after which they will be published. The convention goes into effect within a year after the necessary number of motions ratify it. The Australian delegation is satisfied that the Commonwealth's rights are fully preserved. The agreement enables Australia to start deep-sea whaling if she wishes and also to resume offshore operations at any time. It is understood that despite forecar's at the beginning, the conference studiously avoided the controversial issue of resumption of whaling by Japan.
