BELGIAN REPARATIONS (9 a.m.) BRUSSELS. Dec. 4. Belgium in a Note handed to the Foreign Ministers' Council on November 14 sought only a minor border change and an equitable share in the exploitation of German resources in her claims on Germany, said a Government. statement summarising the Note. The sole territorial claim calls for straightening the border area to include in Belgian territory a railway line linking the towns of St. Vits and Eupen running through the German town of Monschau. Belgium asks for compensation equivalent tq the advantages other Allies have been able to obtain by reason of their occupation, and effective guarantees against any measures that might he taken in Germany affecting transport from natural routes to Belgian ports.
