SOVIET PROPOSAL
VETO POWER EXTENSION SECURITY COUNCIL ISSUES OTHER MEMBERS OBJECT Russia has circulated to UNO's committee of experts on procedural questions a memorandum urging an extension of the veto clause for the Security Council providing that the Big Five would each be able to prevent other States from naming them parties to a dispute. The Soviet suggests that, whenever there is anv difference among the council. members, whether the case under consideration is a "situation” or a "dispute,” each of the Big Five would have veto power regarding the issue. In addition, whenever there are any differences among the Big Five whether the .question is one of "substance” (in which thev would have veto power), the Big Five would also have a vote.
Russia’s proposals are firmly opposed bv other permanent members o-f the Security Council and also most of the non-permanent members because such a procedure would give each of the Big Five the power to paralyse action by the council.
