MOTION DEFEATED

RUSSIAN MOVE REJECTED LONDON, Feb. 13. The Ukrainian proposal before the Security Council asking for the appointment of a commission of inquiry in Indonesia was lost, only Russia and Poland voting for it. The chairman, Mr. N. Makin. ruled, when the discussion was resumed tonight, that Egypt's proposal urging that British troops be not used against the Indonesians and be withdrawn as soon as possible, was substantially a new one and, therefore, he ruled it out as an amendment to the Ukrainian proposal. The voting then follo’wed, and when Mr. Makin declared the resolution lost, M. Vyshinsky proposed an amendment that a commission be sent to Indonesia comprising the representatives of Britain. Prussia, China, America and the Netherlands to “clarify the existing situation and contribute to the re-estab-lishment of normal conditions.” “The whole honour of the British Government in the conduct of this business in Indonesia is involved,” said Mr. Ernest Bevin, speaking to M. Vyshinsky’s amendment. “We cannot accept the implication that we attacked the Indonesian Nationalist movement. We never have or are likely to. 1 think this

(Russian amendment) is a most unfriendly thing to be put up against the conduct of British troops in this delicate and difficult operation. If other Governments represented here ; ask to be trusted. I ask the British Government be trusted in carrying out these duties.” He added that any suggestion that Britain had done anything else than she was asked to do would “meet not only resentment but stubborn opposition.”

M. Vyshinsky’s amendment was lost, only Russia, Poland and Mexico voting for it. Mr. Makin then put Egypt’s resolution which was also lost, only Egypt and Poland voting for it. The council proceeded to the next business which is Albania’s admission to the United Nations.
