SOCIAL INSURANCE BILL 19.30 a.m.) LONDON, Feb. 12. Britain’s National Insurance Bill, which has been described as “laying the foundations for the most comprehensive scheme of organised self-help introduced by any great nation,” passed the second reading in the House of Commons without a division-. The Times’ Parliamentary correspondent says the debate revealed support for the measure from all parts of the House, although the Opposition speakers expressed some anxiety about the burden which the Bill places on the employers and the workers in relation to other national expenditure.
