COMMUNISTS’ PROPOSALS (9 a.m.) CHUNGKING. Jan. 16. The Communist spokesman laid before the unity conference plans for curtailing drastically the powers of correspondents. The Communists dre also reported to have complained about truce violations which the Government spokesman denied. The Communists proposed that all the President’s orders, emergency or otherwise, should be subject to approval of an organised State Council the Government plan provides that the State Council, which should be reorganised to represent the parties should be the supreme policy-making body and empowered to override the President by a two-thirds majority. The Communist proposals did not specify the size of the vote necessary to overrule the President but they .went much further than the Government plan. The Communists also proposed the establishment of Coalition Governments in the various provinces, representing all parties.
