STATE SERVICES UNIFICATION PLAN

CLOSER CO-ORDINATION

The Prime Minister, Mr. C. R. Attlee, announced in the House of Commons a new concentration of all Government services concerned with overseas trade. The permanent head of the Departmem of Overseas Trade would, in future, be known as the Secretary of Overseas Trade and would be directly responsible to the President of the Board of Trade instead of jointly to the Foreign Secretary and the Board of Trade. Arrangements were being made for close co-ordination of the work of the Secretary of Overseas Trade with the Treasury, Foreign Office, Dominions Office and other departments concerned. The Board of Trade would train members of the foreign service for making frequent visits to manufacturing and commercial centres, and would also directly operate a trade commissioner service throughout the Empire and Commonwealth.

The Secretary of Overseas Trade would have his organisation strengthened to enable him to improve the services available to trade. The necessary legislation would be introduced shortly.
