EMERGENCY PROCLAIMED (9 a.m.) NEW YORK. Dec. 17. The Mayor of Buffalo proclaimed a state of emergency as one of the worst blizzards in the city’s history veered southward after depositing four feet of snow which paralysed transport. The Mayor ordered all schools and most of the city offices to close, suspended the city court and limited the use of telephones to leave all the available lines open for emergency calls. He reauested citizens to stay at home. Trains were held up for as long as 24 hours. It is bitterly cold in America east of the Rockies.
