Tockcr, head of the department of economics at Canterbury University College, jn discussing population policy in New Zealand in the latest issue of the New Zealand Geographical Society’s journal. “The collection of regular censuses, the continuous and orderly registration of births, deaths and marriages, and the recording of arrivals and departures in any country enable the numbers, growth and distribution of the population to be estimated with surprising accuracy and comprehensiveness.^
