U.S. ARMY SURPLUS PAYMENTS IN LIRA (9 a.m.) LONDON, Oct. 20. To aid Italy with her reconstruction, American surplus war material is to be sold to her on a large scale, says the Rome correspondent of the London Times. The first contract was signed yesterday, under which the Italian Government will receive machinery, medicines, radio material timber and other goods valued at 300,000,000 lira. This contract, said the American representative, Colonel Caulkins, represents barely 24 per cent of the total quantity of surplus merchandise that will be supplied. The next offer will consist of locomotives, rail wagons and rails valued at 1,000,000,000 lira. Payment will be made in Italian currency by arrangement between the American Treasury and the Italian Government.
