PEARL HARBOUR PLAN EX-PREMIER EXPLAINS WAR CRIMES’ PENALTIES TOKIO, Oct. 8. General Tojo’s plans for the attack on Pearl Harbour were known in general to Emperor Hirohito who expected a formal declaration of war to precede the attack, said the retiring Prime Minister, Prince Higashi-Kuni in a written reply to a correspondent's question. Regarding outrages against natives in Japanese-occupied areas, the strictest supervision was exercised for the enforcement of military discipline but unfortunately considerable offences were committed.
