CITRINE’S INTIMATION WHITEHALL REACTION LONDON, Feb. 6. Sir Walter Citrine’s announcement at the World Trade Union Congress that the “Big Three” talks were going on “at this very moment” caused astonishment at Whitehall, says the Daily Mail’s diplomatic correspondent. Officials who were sworn to secrecy were very angry, because Sir Walter Citrine was not authorised to make such a statement.
