SHARP RISE THIS YEAR DECLINE IN DISEASE (British Official Wireless.) (11.30 a.m. 1 ) RUGBY, June 30. The Minister of Health, Mr. Ernest Brown, in the House of Commons, said the birthrate, which had fallen from 20.9 in 1916 to 14.2 in 1941, had risen in the first, quarter of 1942 to 15.5. During two and a half years of war, the number of cases of mental disease had fallen from 30,000 to 26,000.
