SHARP RISE THIS YEAR DECLINE IN DISEASE (British Official Wireless.) (11.30 a.m. 1 ) RUGBY, June 30. The Minister of Health, Mr. Ernest Brown, in the House of Commons, said the birthrate, which had fallen from 20.9 in 1916 to 14.2 in 1941, had risen in the first, quarter of 1942 to 15.5. The rate of infectious diseases since (he war was actually below normal. Pneumonia, one of the most dangerous diseases in war or peace, had been subjected to new methods of treatment and he hoped there would -be a continued improvement. At the beginning of the war it was feared that the incidence of diseases would increase owing to the strain of war conditions, but the reverse had proved to be the case. During two and a half years of war, the number of cases of mental disease had fallen from 30,000 to 26,000.
