PERMANENT NEUTRALITY JAPAN PROPOSES PACT (10.30 a.m.) CHUNGKING, June 30 'According to the Associated Press, private advices assert that the Japanese Ambassador .to Russia, Mr. Naotake Sato, recently called on the Soviet Foreign Minister, M. Molotov, and proposed a permanent RussoJapanese neutrality pact. The offer was turned down. Mr. Sato attempted to learn the results of M. Molotov’s visit to Washington, particularly whether arrangements were made for the United States to have bases in Siberia.
