NEW YORK PRESS PLAN (Reed. Nov. 20, noon.) NEW YORK, Nov. 19. The New York Times arid the station W.MiC.A. have announced the inauguration on December 1 of hourly news bulletin broadcasts, constituting the first regular news broadcasts by any New York newspaper. Mr. Arthur Hays Sulzberger, the publisher of the Times, in a statement, said that while the Tiipes believed that radio would never take the place of the newspaper, radio had become indispensible for bulletin purposes. ,
