ITALIAN OPINION THREAT TO ROOSEVELT (Reed. Nov. 1. 11 a.m.) LONDON, Oct. 31. Signor Farinacci. in an article in the Regime Fascista, said that Germany and Italy already consider themselves at war against America. “President Roosevelt’s speech was an implicit declaration of war,” he added. “When President Roosevelt sends ships into zones controlled by Axis he will discover what his bluff has cost the United States.”
