PLANS IN AUCKLAND FULL TEST PROPOSED SURVEY OF SHELTERS (Per Press Association.) AUCKZLAND, this day. Slating that a complete black-out must now be arranged, the Mayor c.i Auckland, Mr. J. A. C.
