NORTHERN AMERICA COMPLETION OF PLANS (Reed. Aug. 19, 10.30 a.m.) x NEW YORK, Aug. 18. Colonel Biggar, in a radio speech on the anniversary of the establishment of the Canadian-Ameriean Defence Board announced that detailed plans for repelling invasion attempts on either coast of North America had been, completed, emphasising readiness to protect the Pacific shores. Colonel Biggar explained that the details obviously were secret.
