The Under-Secretary of State, Mr. Sumner Welles, had separate conferences with the Japanese Ambassador, Admiral Nomura, and the Soviet Ambassador, M. Oumansky, after which Admiral Nomura said the talks were “purely social.’’ M. Oumansky commented that he expected the discussion to continue for a long time as the agenda was a “long one.”
Asked if any items had been cleared up, M- Oumansky said “Yes, the moral embargo,” which was announced some weeks ago. 1
