VOTES IN TOKIO
BIG OUTLAY PLANNED “SECURITY” MEASURE IMPERIAL ASSISTANCE (Reed. Feb. 28, noon.) TOKIO, Feb. 27. The Japanese House of Representatives completed its business to-day and went into recess until March 18. The final plenary session is to be held on March 25. The House ol Peers passed without amendments the national defence security bill to prevent the leakage abroad of State secrets. Due to its wide scope the measure will undoubtedly result in the severe curtailment of press activities. The House of Peers unanimously passed eight supplementary Budget bills totalling 1,180,000,000 yen and including 8.750,000 yen in appropriations for expenditure by the Govern-ment-sponsored “Imperial Rule Assistance Association,” which was established after the abolition of political parties last year. However, the House of Peex\s adopted a resolution demanding the speedy reoi-ganisation of the association’s bureaus and also refraining from activities which oppress the economic system and the people’s livelihood.
