HALF-DAY LOCK-OUT
TWO MINUTES LATE CLYDESIDE INCIDENT CALL FOR EFFICIENCY (Reed. Feb. 28, 9 a.m.) LONDON, Feb. 27. In furtherance of the campaign for the more efficient organisation of shipbuilding the Daily Mail, ih a leading article, quotes a complaint by the Chamber of Shipping that bureaucracy has a stranglehold over the mercantile marine. The Daily ■ Mail adds: "When shipmasters reach port they are plagued by a horde of officials from various departments. Their time is wasted in interviewing and filling in forms and their vessels are delayed by the leisurely process of the civil service. “We must appoint a Minister of Shipping with a place in the War Cabinet—a man who knows shipping and who has the ruthless drive required for gingering up the ; whole organisation. He would immediately end such scandalous incidents as that on the Clydeside when 500 shipyard workers were locked out for half a day because they arrived' on the job .v/o minutes late.”
