BLOCKADE LIFTED
SHANGHAI SETTLEMENT ARRESTS BY JAPANESE (Reed.-Dec. 16, 2 p.m.) SHANGHAI, Dec. 15. ; The Japanese blockade of the western part of the Shanghai International Settlement as a result of the murder of the Japanese gendarme, has been lifted. It is believed that the Japanese, authorities arrested several persons implicated in the assassination of the Japanese gendarme.
