The President of Finland, M. Kallio, has announced the following new Government, to be called the National Coalition Ministry, as follows: — Prime Minister: Dr. Ryti. Minister of Public Welfare: M. Tanner. Minister of Defence: General Rudolf Walden. Minister of Finance: M. Pekkala. Minister of Education: Pastor Kukkonen. M. Paasikivi is not included in the Cabinet. M. Kallio, in a message to the retiring Government, paid a tribute to its unselfishness and untiring efforts during the burdensome months when the inadequately armed nation had to defend itself. He described the Soviet peace terms as immoderate: yet the Finnish people - and Parliament realised that even an onerous peace was preferable to years of sanguinary war. “It is true that our country is mutilated, but the Finnish people and our independence and our heroic army still exist as foundation stones on which we will continue to build,” he said.
