WESTERN ALLIES CHANGE TO CIVILIAN REGIME IN AUSTRIA
LONDON, June 12 (Rec. 10 a.m.). —Britain is to replace her military high commission in Austria with a civilian authority by August 1. The Foreign Office announced tonight the appointment of the present British Minister in Vienna, Sir Harold Caccia, as the new British civilian High Commissioner, replacing the military High Commissioner, MajorGeneral T. J. Winterton. Similar decisions are expected to be announced from Paris and Washington, and are part of a move by the three Western Allies to cut the occupation costs in Austria in view of the deadlock in the Austrian peace treaty negotiations. The number of British troops in Austria will remain unchanged, but the size of .the High Commission administration will be greatly reduced.
