RISING AGAINST COMMUNISTS IN RUMANIA

LONDON, Sept. 23—“ Rebel forces in. Rumania, under General Cornel Dragalina, former Commander of the Temesvar Rumanian Division, are reported, by refugees in Vienna, to be fighting in many parts of _ Rumania against the Communist, regime,” says the Daily Telegraph’s correspondent at Vienna. “They are operating in the mountain fastnesses in the north throughout the Bukovina, and in the Moldavia district, and on the plains of Banat in the west. “The partisans are mainly former officers, priests, police and also fariliers whom the Communists have dispossesesd. They have been now joined by Hungarians, who escaped while they were being transported to Russia. The partisans are reported to be well supplied with arms and ammunition, which had been hidden in the mountains during the war. “Large units of the Thirty-eighth Gbouzieri Regiment, are reported to have joined the partisans.” The correspondent adds: “Russian troops recently have-been transferred to 'southern Hungary and to western Rumania. They are intended to maintain order against increasing rebel action. Hundreds of wounded Russians are said to be in the Budapest hospitals, which have refused to admit any new patients since the end of August.” The Prague correspondent of the British United Press reports that the Czech Minister for Justice, Mr Alexei Cepicka, said that an underground movement was now harassing the Communist regime in Czechoslovakia. He said: “In this underground, disruptive activities of reaction include murder, theft, arson, fraud, sabotage, and espionage.”
