BIG FOUR MEETINGS
NEW YORK, September 21.— There would not be a meeting of the Four-Power Council of Foreign Ministers this autumn in New York, said a high Western diplomat. He added that the next move must come from the Soviet, and he did not expect the Russians to make that move soon. There might be unofficial meetings among the delegations of the Big Four Powers, but these meetings would not lead to a-meeting of the Council of Foreign Ministers. The Associated Press says that the Council of Foreign Ministers met last spring in Paris and, after comparatively fruitless talks, agreed to discuss the strained East-West relations this autumn in ‘New York. The Western diplomat’s statement indicates that , the council_ .will not meet until early next year, if then.
