BIG FOUR MEETINGS

NEW YORK, September 21.— There would not be a meeting of the Four-Power Council of Foreign Ministers this autumn in New York, said a high Western diplomat. He added that the next move must come from the Soviet, and he did not expect the Russians to make that move soon.
