U.S. APPEALS TO RUSSIA FOR AID IN PEACE PROBLEMS
NEW YORK, September 21.—An appeal to the Soviet Union to help to solve the world’s problems, with special emphasis on that of Greece, was made in an important policy speech today by the United States Secretary of State (Mr Dean Acheson). He was speaking in the United Nations Assembly’s general debate. Mr Acheson gave definite proposals for action which would, in his opinion be best suited to the countries he dealt, with.
He said that the United. Nations Commission should remain in Korea.. For Palestine the Assembly should adopt a plan for a permanent regime, and it was important that the countries should reach a concrete agreement on the, question of the Arab refugees. Mr Acheson said that Libya should be united and independent. Eritrea should be able to join in political associations with her neighbours, and Somaliland should have the benefit of the trusteeship system. The United States would fully support the scheme for improvement in undeveloped territories, with the undeveloped countries also, helping themselves. : Speaking on human rights m Bulgaria, Hungary, and Rumania, Mr Acheson said that the matter should be referred to the International Court of Justice, and that the United States would accept its decision as binding. On disarmament-, Mu Acheson said that once confidence was regained America would play a full part in cutting down arms and armed forces. The United States would continue to work for international control of atomic energy, but unless Russia was prepared also to work to this end no agreement could be reached. Mr Acheson put special emphasis on his appeal to Russia to help in solving the problem of Greece.
