NEW RULING CLASS OF BUREAUCRATS
LONDON, Sept. 20.—Industrial progress is producing “a new ruling class of technocrats and bureaucrats,” according to a report by the social responsibility department of the British Council of Churches. '
“If we are to put behind us the old economic goads of hunder and fear, we must find new incentives,” said the report. “This is essential if we are to earn our livelihood in a world where Britain no longer enjoys a privileged position. “Tension is increasing in our society between what a man feels himself to be as a citizen of a democracy, and what he finds himself to be as a passive agent of an impersonal —and largely mysterious—industrial process. The old ‘industrialist’ capitalism is being replaced by more and still more powerful forms of economic organisations.”
