CHINESE PLAN NEW OFFENSIVE IN MANCHURIA

SHANGHAI, September 1. The Chinese Nationalist Army has commandeered nearly 30 privatelyowned merchant ships to move troops by sea for an all-out assault on the Chinese Communist forces in Manchuria.

This was revealed by shipping representatives in Shanghai, who added that the ships had been commandeered without orders from the Ministry of Communications. Some skippers were forced to sail at the pistol’s point, Chinese Army officers ignoring pleas that the fuel and supplies aboard were inadequate. The army’s action followed closely a declaration in Nanking by the Chief of Staff (General,Chen Cheng) that lie was moving the northern army to the offensive immediately, to recover all of Manchuria from the Communists at any cost.
