Foreign Troops Enter Greece From Albania

(Rec. 1.5 p.m.) ATHENS, July 13. The Greek Cabinet held an emergency session today following reports to the General Staff from northern Greece that the first contingents cf an international brigade of troops crossed into Greece from Albania and attacked Konitsa. The attacking force is reported to number more than 2000. The Greek Chief of Staff, General Constantine Ventiris, who was to have returned to Athens tonight to report, has advised the Cabinet that he intends remaining in the north to be close to the action. konitsa is near Mount Grammos, where the Greek army for the last fortnight has been conducting a major operation against the guerrillas. It is feared in Athens .that the attack may be a prelude to the formation of a Communist provisional Government, which has been threatened for some time in Communist declarations. .
