SOVIET ATTACKS U.S. AID TO GREECE AND TURKEY
NEW YORK, April 14. Mr Gromyko (Russia) accused the United States in the Security Council today of trying belatedly “to stamp its Greek and Turkish aid programme with the trade mark of the United Nations.” Criticising Senator A .H. Vandenberg’s amendment (recently passed by the Senate), which is designed to give the United Nations limited veto rights over the American programme, Mr Gromyko said no country had a right to say how organs of the United Nations should vote. This referred to the provision in the ’ amendment enabling a majority vote in the United Nations General Assembly or the Security Council to cut off American aid but specifying that vetoes in the Security Council would not be recognised. Mr Gromyko said the amendment showed contempt for the United Nations and would undermine the organisation’s authority. He proposed that the United Nations. should establish a commission to supervise the distribution of aid in the Balkans.
The Albanian and Jugoslav representatives, who were present by invitation, also assailed the American proposal on the ' lines of Mr Gromyko’s remarks.
