THREAT TO USE FORCE TEHERAN, December 4. The Prime- Minister of Persia (Ghavam Sultaneh) has issued a proclamation stating that the elections will begin on the arranged date, December 7, except in Azerbaijan. where they will be held “when the security foreps are in position."
