PROGRESS AT PARIS

(Recd. 1T.30 a.m.) WASHINGTON, October 17. Mr. James Byrnes, who arrived by air from Paris, declared that progress had been made towards establishing organised peace in Europe. He expressed the hope that the “Big Four” would accept the five peace, treaties now drafted.
