CHINESE COMMUNIST’S CHARGE (Rec. 1.45 p.m.) SHANGHAI, Sept. 19. The Communist leader, General Chou En Lai- announced that he had quitted the Nanking peace negotiations. He asserted that the Chinese and American Governments’ Far Eastern policies were based on the assumption that there will be war between Russia and America with China as-an important base. He added that, personally, he did not believe such a war was likely because neither the Russian nor the American people wanted war. He •warned, however, that if war occurred R would lead do a revival of Japanese Imperialism and the tragic re-occu-pation of China, because the Russians would prefer a Japanese alliance rather than a Chinese.
