Brazil’s Constitution.
The new constitution has been ratified, restoring representative government to Brazil and guaranteeing freedom of speech. The constitution provides for a two chamber congress and an independent judiciary. It has given the President veto power, but a two-thirds majority in Congress can override the veto,—Rio de Janeiro, September 18.
