CHINESE SEEK USE OF DAIREN PORT RIGHTS UNDER TREATY CHUNGKING, March 19/ The Russians have again rebuffed a Chinese attempt to gain access to Dairen, which was designated a free port by the Chinese-Russian Treaty. The Chinese commanding officer at Changchun raised the question with the Russian commander of unloading relief supplies for Manchuria at Dairen, but was told the matter must be referred to Moscow.
