FOREIGN POLICY CARACAS, Oct. 22. Senor Carlos Morales, Foreign Minister in Venezuela’s new Government, said the nation would carry out all international commitments, although he could not comment concerning diplomatic relations with Spain or the Dominican Republic. Asked specifically about Argentina, Senor Morales said he could not make a definite declaration but he observed that the present regime was not popular with the people.
