SENATE’S VOTE BRUSSELS. July 18. The Senate by 77 to 58 votes adopted the Bill whereby King Leopold may resume his constitutional position only with the consent of both Houses. RUGBY, July 18. The Belgian Senate this afternoon approved the Bill providing that King Leopold may not return unless Parliament agrees. e The Bill passed by the Chamber of Deputies yesterday was adopted in the Senate by 77 to 50 votes, five abstaining. The Prime Minister told the Senate that the Government had done nothing to prevent the King’s return. “When I first went to Salzburg it was my intention to return with King Leopold,” he said. “If I changed my mind, it was because I had reason to.”
