DECENTRALISATION SCHEME

LONDON, December. 14. A plan for Greater London has been published. It contains proposals for the decentralisation of over one million persons from London to other districts, including eight or ten new satellite towns. The author of the plan is Professor Patrick Abercrombie, who was commissioned in 1942 to draw up proposals by the Standing Conference on London Regional Planning. Dr. Abercrombie savs: The aim is to discourage the further growth of industry and of populations within the London region, and to provide a better distribution and grouping. The plan is. based on a division of the area into four concentric rings. The first is an inner suburban ring, representing fully-built-up areas adjojning- the London County Council boundaries; Secondly there is the suburban ring beyond the inner ring, and extend--ing to within 12 miles of Charing Cross. Thirdly, there is a green beltring, going five mikes farther, ;• arid including numerous established'areas, of population. Fourthly, there is an outer ring, comprising the remainder? nf the region.
