PROTECTORATE PROPOSAL [by CABLE —PRESS ASSN. —COPYRIGHT.] SANTIAGO (Chile), July 14. It is reliably reported here that the United States Ambassador, Mr. Bowers, has delivered a Note to the Chilean Foreign Office, suggesting that the Havana Conference of Pan-Am-erican Republics on Saturday should discuss the possibility of a Pan-Am-erican protectorate over European possessions in the Western Hemisphere for the duration of the war. GERMAN NOTE REJECTED SAN JOSE (Costa Rica), July 13. It is reliably stated that following conferences between Central American Ministers, Panama and Columbia agreed jointly to reject a Note from the German Minister Herr Rheinbeck, giving a warning regarding the Havana Conference. The Costa Rica Foreign Office stated that replies had not yet been drafted, but would bo handed over simultaneously.
