Dr. Funk, in a speech at Munich, warned his hearers tliat taxation in Germany had reached the limit, for which reason the people were urged to invest their savings in savings bank and life insurance, the funds of which would be mobilised to meet the cost of the war. He added: “War-time savings muss become ‘the national duty of the German people.”
