NEUTRALITY BILL
PROPOSED AMENDMENTS. [BY CABLE —TRESS ASSN. —COPYRIGHT.] WASHINGTON, October 16. The Senate Foreign Relations Committee is likely to approve to-morrow amendments exempting shipping from restrictions except in the Atlantic adjacent. to Europe, the Mediterranean, and tho Black Sea, giving the President power to close sections becoming danger zones, enabling the maintenance of the trans-Atlantic clipper service, and not impairing ocean traffic with Canada, Australia, and New Zealand. The amendments also remove restrictions on the types of cargoes, thus permitting the carriage of war materials to British and French outposts in the Dominions. This meets the demands of most shippers, and represents a large Administration comproihise in granting the President discretion.
