The King has sent a. telegram of congratulation to King Carol, whose 46th birthday is the occasion of cordial references to himself and his country, in the newspapers here, which speak appreciatively of his efforts to establish Roumanian neutrality in a neutral Balkan bloc during the present hostilities, which, they declare, are watched with sympathetic understanding by the British people.
