There is an infinite will to use conciliation machinery which has been built up over past years, and enjoys the confidence of employers and workers alike, including the services of the Ministry of Labour and conciliation officers. Striking evidence of the spirit in which industry is approaching a solution of its war-time problems is the fact of so many of the changes necessitated by war needs being effected by voluntary agreements and without recourse to regulations which were in force in the last war. In view of the absence of friction which has been experienced in the first way-time calls upon existing machinery, it seems likely that a new joint body which has been sot up will have mainly a consultative function.
