While it is believed in the United \ States that Canada will declare war, when Parliaments meets on September 7, the “New York Times’s” Ottawa correspondent suggests that Canada’s failure to make a formal declaration might be designed to exempt her from the United States Neutrality Act, enabling Canada to play an important role as a back door, through which arms from the United States will reach Germany’s enemies. On the contrary, however, it is believed that such a loophole can be closed by the United States prohibition of the sale of arms to any country suspected of re-exporting them to the belligerents.
