LATE MESSAGE
RUGBY, April 27. The French Prime Minister and the Foreign Minister, who arrived at Croydon by air, were met by Lord Halifax and the French Ambassador. LONDON. April 27. Cabinet has abolished the rule imposed in 1932 under which Ministers were not allowed to intervene at byelections. The immediate sequel is that four Ministers will speak next week at th.e by-election at Lichfield. There is a feeling that the Government policy needs more authoritative exposition throughout the country.
