In an effort to obtain sufficient money to meet the mounting costs of relief and recession “pump-priming,” Mr. Roosevelt has sent a message to Congress asking for the enactment of a law ending the income tax exemption of all Government salaries and securities. He stated the men of great means were placing large fortunes in taxexempt securities. This was seriously menacing the fiscal systems of the State and Federal Governments.
